STATE OF BUSECO ADDRESS Highlights

 

On February 11, 2014, theBukidnon Second Electric Cooperative Inc. (BUSECO) conducted State of BUSECO Address (SOBA). The activity aims to apprise its MCOs and Stakeholders of BUSECO’s accomplishments for the year 2013 as well as BUSECO’s Priority Targets for 2014 under the leadership of new General Manager Deiter Hoff P. Arellano, CPA, MBA.

 

During his piece, GM Arellano restated his promises to MCOs and Stakeholders during the Management Turnover on February 11, 2013. He quoted “I promised to ensure that BUSECO will sustain its AAA categorization which has been consistently achieved for the last six years. Further, I pledged, as the new general manager that we will endeavor to become a World-Class-Organization in terms of delivering efficient and continuous services to the delight of our MCOs and we will ensure innovations in BUSECO operations while striking balance with statute and regulations.Furthermore, I assured continuous demonstration of transparency by informing the general membership, the MCOs, through all avenues possible of the standing of the cooperative.”

On that very day, he told the attendees that he was confident and proud to present the BUSECO Performance in accordance with NEA Key Performance Indicator for year 2013. He emphasized that with the collaborative and collective efforts of the Multi Sectoral Electrification Advisory Council or the MSEAC, the Barangay Member Consumer Electrification Committee or the BMCEC, the Board of Directors, the Management Staff, the Partners and Associates, and the Member Consumer Owners, BUSECO has garnered a total score of 100% or still at Category AAA+ based on the National Electrification Administration (NEA) Key Performance Indicators (KPIs) for 2013. He then presented the major accomplishments as follows:

 

Wire Services

BUSECO System Reliability Indices are within standards.The Sustained Average Interruption Frequency Index (SAIFI) is at 15.565 interruptions in ayear which is way below the standard of 30 interruptions per year. The Sustained Average Interruption Duration Index (SAIDI) is at 23.42 hoursin a year which is way below the standard of 45hours per year. Lastly, the Consumer Average Interruption Duration Index (CAIDI) is at 1.51 hours which is below the standard of 4 hours in a given year.

 

To sustain the power quality, BUSECO was able to reconductor 32 kms of backbone line; replaced 135 units of Amorphous Transformer ; installed a 3 x 200 kVar inGaisano Superstore located at Malaybalay.

 

BUSECO’s total distribution line already reached to 2,603.5325 kms. or an increase of 58.5468 kms. compared to that of2012 which is at 2,662.0793 kms.For the SitioElectrification Program mandated by the President of the Philippines, His Excellency President Benigno S. Aquino ,BUSECO was able to energize 20sitioelectrification projects.

 

BUSECO implemented various and numerous Capital Expenditure projects and enhanced continuously its distribution system, to wit: (1) Constructed3-Phase Line from Lunocan to Mantibugao (Phase A). The project was completed and energized last October 5, 2013; (2)Installed3-250 kVA AVR at Lunocan Sub-station; (3) Installed and relocate3-167 kVA AVR at Diclum Sub-station to Crossing Libona; (4) Installed 5MVA New Korea Power Transformer of which was completed and energized last July 5, 2013.

 

In line to what has been promised during AGMA, BUSECO in the year2013 was able to conduct synchronized barangay line clearing in Malitbog district last December 30, 2013. A total of 876 number of trees were trimmed down. BUSECO is glad that for the second time, the cooperative successfully conducted its synchronized barangay line clearing program for fifteen (15) barangays in the district of Cabanglasan last January 31, 2014. A total of 2,014 number of trees were trimmed down out of targeted from 1,052 number of trees. Thus, 962 trees were trimmed above the target.

 

Metering Services

For the marketing, the cooperative was able to increase the membership by 3,861 or a total of 80,048 while the house connections increase by 4,457 or a total of 87,283 for the year 2013.Total purchasedby BUSECO to power suppliers yielded to133,098,339kwhwith a total kwh sales of 118,505,506.36. Hence, Average System Loss pegged at 10.96% compared to 11.48% in 2012 or a reduction of 0.52%. This is again way below the ERC standard of 13%. BUSECO’s collection efficiency is at 97.46%. The average collection period is 45 days which is within the cap of 45 days set by NEA.

 

For the customer welfare, BUSECO was able to facilitate25 claims for accidental death insurance and medical reimbursement of the member consumer owners (MCOs) and BMCECsamounting to 106,631.40.

 

Further, BUSECO was able to conduct the Annual General Membership Assembly (AGMA) with a total attendance of 30,253 MCOs through a synchronized Barangay MCO Assembly or an increase of 5,551 compared to 2012 of a total attendance of 24,702.

 

Administrative and Finance

To meet the growing power demand of the cooperative, BUSECO contracted a 12MW additional capacity for base load requirement with TSI (2MW), SMCPC (2MW) and FDC Misamis (8 MW). Also entered Memorandum of Understanding for the development of 10-MW Mangima River Mini Hydro Electric Power Plant andsigned 2-MW Power Supply Agreement with Sun Asia Energy Inc.

 

For the power trading, BUSECO has a contracted 5MW with the Therma Marine Inc (TMI),BUSECO only purchased peak power load of about 2,118.2 MWH and re-market the excess contracted APC-TMI power to other Electric Cooperative duly contracted by TMI power thus generated a savings of 99,378,668.77equivalent to12,291,091.00kwh.

 

BUSECO was able to apply and file six applications with Energy Regulatory Commission with five rate adjustment and one miscellaneous application.

 

BUSECO has an improvedCash Flow for the year 2013 and maintained its Non-Power Cost at 118,325,491.46 which is within the level of Non-Power Cost approved by NEA at P 154 Million.Furthermore, the cooperative’s assets for the yearreached a total of Php 1,181,029,683.BUSECO registered a positive bottom line of Php 31,676,146.87 with total operating revenue of PhP784,306,651.74. It is worthy to note that for the year, the cooperative was recognized by the NEA as Mega Large Electric Cooperative.

 

To ensure that all concerns of the cooperative are properly addressed, numerous Board Resolutions with 100% approval rating from BODs were passed.BUSECO was able to install three (3) new sets of BOD for Malitbog, Lantapan and Manolo Fortich.

 

With the destruction brought by Typhoon Yolanda, power lines in the province of Leyte were greatly affected. The Bukidnon Second Electric Cooperative, Inc. (BUSECO) sent four batches of line crews to assist the province.

 

With all the accomplishments, GM Arellano expressed his appreciation to all stakeholders for helping BUSECO sustain its status. He also presented the 2014 priority targets to give the stakeholders proper perspective of where BUSECO is heading to.

 

Finally, he enjoined everyone to continuously trust and support BUSECO to realize its dream of becoming a World Class Organization. He emphasized that being WCO entails much efficient delivery of services not just for satisfaction but for the delight of all MCOs.
