BUSECO successfully conducted Public Hearing on its Multi-year capital expenditure

 

With the irrepressible pursuit to be recognized as a World Class Organization of which to provide much better services to its Member-Consumer-Owners, BUSECO recognized the need to further enhanced its distribution system through Capital Expenditure Projects. The Capital Expenditure Projects were intended for the benefits of BUSECO’s MCOs which in the long run ensures safety, reliable capacity, power quality, rural electrification, reliability improvements and system loss reduction. This is also in accordance with Energy Regulatory Commission (ERC) issued ERC Resolution No. 20, Series of 2011 mandating electric cooperatives belong in First Entrant Group including BUSECO to file its first regulatory period CAPEX.

 

On August 29, 2013, BUSECO in compliance with ERC rules filed its application for approval of its proposed three (3) year capital expenditure projects for the year 2014 to 2016 and authority to secure loan from NEA with ERC case no. 2013 –178 RC. On March 14, 2014, the Energy Regulatory Commission (ERC) conducted initial hearing, expository presentation, pre-trial conference and evidentiary hearing at BUSECO’s Main Office.

 

The hearing was presided by Atty. Roviel Masigan. Official witness in behalf of BUSECO were Mr. Cristopher Dulfo, the Corporate Planning and Utility Economics Division Manager; and Engr. Rey Ann Baul, Area Engineer who also facilitated the application before the Commission.

 

Present during the hearing were: BUSECO Board of Directors namely: Director Charlie Castillanes, Director Gloria Ranile, Director Dioscora Ngoho, Director Danilo Paciente, Director Francis Boniao, and Diretor Alex Payangga. Members of the Executive Committee (Execom) and Management Committee (ManCom), Multi-Sectoral Electrification Advisory Council (MSEACs) and Barangay Member Consumer Electrification Committee (BMCEC) were also present during the hearing.

 

The successful conduct of the CAPEX Hearing is another breakthrough of BUSECO. Having a reliable distribution system entails viability of the cooperative and quality services to its Member Consumer Owners (MCOs). Thus, fulfilling its vision of becoming a reliable, viable and efficient electric distribution utility operated and managed by competent, honest and responsive human resources towards satisfied consumers.
